After a while I'm getting "configure: error: PostgreSQL library not found" despite the libraries for 16 from the official postgres repo installed.

The issue is the path of /usr/pgsql-16/bin doesn't seem to be being picked up. Could this be added to the list of locations it searches? I know it should be in the path.
