Actions Dependences

I've two actions:

- Db monitoring
- Apache monitoring

If the link of Internet is down, I receive two e-mails, DB problem and Apache Problem.
But is not true, because the link of Internet is down.
Then, I want receive just the mail "link down"

How to create the dependence in this case?
