Hello,
I've made a Win32 port of zabbix_sender, it can be downloaded here:
http://www.safl.dk/zabbix_sender.zip
It includes the source as a Dev-C++ project, and the binary zabbix_sender prog.
Hopefully you will include this in future versions of zabbix.
Since it seems like the community has an interest in a windows version:
