Alerting based upon historial mean?

I'm trying to graph traffic to our call switches - need a way of charting for patterns outside our historical mean - for instance

Alert if : "10% less than this time last week"
Alert if : "Fallen below the trendline for this graph for the last wek"

etc.

Any suggestions on how best to do that?
