Windows Include configuration directory

Hello,
I have a problem when I try to include a configuration directory with Windows Zabbix Agent:

Include=c:\zabbix\zabbix_agentd\group

It directly exits with :

Cannot open config file [c:\zabbix\zabbix_agentd\group] [Permission Denied]

I launch the Zabbix Agent directly by the Administrator Console.
