change value in system.localtime is not equal

In zabbix what is this system.localtime value suggest for a server configuration?
What is the column named change value suggest?

I checked the time in zabbix server as well as in my server, I am working.
Time is perfectly same in both servers, then why am I getting this change value as +00:10:00.
I have attached a screenshot.
The localtime value is something lik this:
