Zabbix Sending multiple emails

I have a problem with Zabbix 2.0.11 - sending exactly 15 emails per user for "High" alerts. The same template/trigger when configured to an "average" severity will send exactly 1 email.
This occurs for all our severity alerts higher than average . Any ideas how to debug this issue
