Difference ValueCacheSize and HistoryCacheSize

Hello

Can someone explain the difference / relation of ValueCacheSize and HistoryCacheSize ? Reading the docs isn't clear to me. Does the ValueCacheSize superseeds the HistoryCacheSize ?
