Monitoring a dumb network device with no agent via ICMP ping

We have an industrial scale indicator that has a network address, but there's no way to add an agent or connect via SNMP, so we're not able to add this device as a host.

All we'd like to do is to create a Zabbix action where if the device jumps off the network and suddenly goes offline, Zabbix will notify via email.
We have lots of other actions for actual hosts, but we've never done this for something that wasn't an actual host.

Can this be accomplished somehow?
