zabbix agent in active and passive mode

I currently have a large setup running with about 3,000 nodes all with active checks and 3 proxies from different geographic locations sending data to the master.

The problem I ran into is I want to take advantage of remote commands to execute auto healing activities when certain conditions are triggered. I have direct communication from the master server to each node via a private network. I've setup an action to execute a remote command on an agent but it doesn't seem to be executing the command. I've set an email notification with the action as well so I know the conditions are being properly met, but the remote command is not being executed.

Can a zabbix agent be set to run in active and passive mode so that I can execute remote commands on the agents while still sending data back to the server via active checks?

Also, does zabbix have any plans of allowing remote commands with active agents in the future?
