advanced trigger action (one is available the other is not available)

I have 2 offices, one has zabbix, the other has a router and 40 cameras.
I set up a check of cameras and a router via ping (Template Module ICMP Ping).
How to set up an trigger action for such an event - the router is available, but the cameras are not available?
