POC implementation (put servers in maintenance mode)

Does anyone of you know will this patch work OK in Zabbix 3.0.3? It is production monitoring server so I could not make any tests which could kill it. And I'm not sure will it work OK in 3.0.3 version. I am trying to give some users ability to put their servers in maintenance mode but do not want to make them Zabbix admins. And non admin users do not have Configuration - Maintenance menu option.
