How to configure a trigger based on item being met multiple times over a time period

Hello,

I need to identify when our bandwidth is consistently saturated on a link rather than a specific event.

An Example (ALL Criteria must be met):

• Bandwidth on a network interface meets and/or exceeds VALUE Mbps on COUNT different occasions.
• These occasions are required to happen over the course of VALUE days.
• If the event happens multiple times a day, it would only count as a single day for this criteria.
• If over the course of Z days. the trigger is reached, an alarm would be sent to my team.

It may be possible the link gets saturated on a single day of the month, in which case I would not be concerned. Goal is to identify if it becomes saturated multiple days within the month.
