"Action" column: help on permissions

I am playing with user roles and user types, and found that users with type "user" or "admin" don't see all the Actions (in the Actions column), while type "superadmin" does. Specifically, the first two types do not see the "mail" actions.

I haven't been able to find the specific setting that allows/disallows seeing all the performed actions.

Any help?
