Add hability to limit User Profile Configuration

Is there a way that Zabbix can limit or deny any User to configure his own Profile, leaving that work just for the administrator ?

I'm having performance problems caused by users who configure their profiles with 1000 rows per pate and a refresh time of 5 seconds, which floods my apache server.
