Host "When Active" field to allow for hosts that are not 24/7
We have scenarious where certain non-production servers are either shutdown during non-working hours, or some sandbox servers that are rebuild every night.
During this period we need to disable monitoring and alerts, but more specifically, we need to ensure monitoring is only done during the "When Active" time frame, and nothing is 'scheduled' outside of this time frame and therefor the items is missed and never checked.
