Permissions to receive email notification

What are needed permissions to receive email notification via action? For me it is only working for default Admin user, I created my own user, user type "Zabbix Admin", and put him in new user group (this group has read/write permission to all hosts groups). I tried changing user type to Super Admin, moving my user to the default "Zabbix Administrators" group, still no success.
