Link shows down unless trap is also received

We have many templates for different routers/switches. They all use variations of the triggers below. As I understand it should work as below

1. Link Down - Either trap received or polling stops - whichever is first
2. Link UP - Either trap received or polling starts - whichever is first

However, looks like if by some reason the linkup trap is lost, even if the polling returns, the link shows as down. Is this normal? Is there something wrong with our recovery expression?
