Zabbix not able to import template

[AdminOfLocalhost]

Hi Guys,
I try to import template , but getting this error message.

• You are logged in as "Admin". You have no permissions to access this page.
• If you think this message is wrong, please consult your administrators about getting the necessary permissions.

I tried multiple version from 6.0 to 7.4PreRelease but all with same error. Currently I'm using 7.4Prerelease just to check if this issue resolved in latest version.

I tried on Ubuntu and debian and all template import failed with above error message.
I import using superadmin user, Admin.
Any input to troubleshoot is greatly appreciated.
