Zabbix upgrade from 6 to 7 failing on patch 6050201

We are upgarding from Zabbix 6.0.39 to 7.0 and we are facing issues with patch 6050201

I am looking through the database to see if I can find the issue ... but not sure why it is picking up 'null'

When looking at: https://git.zabbix.com/projects/ZBX/...0.10#3069-3098
I tested:

select hostid from hosts where flags<>2

And every host has hostgroups ... can't work out where the issue may be :/
