Daft question, the Zabbix GCP - https://www.zabbix.com/integrations/google_cloud#gcp

Is this for if you have deployed Zabbix in GCP or install the template on an instance outside of GCP?

This template is designed to monitor Google Cloud Platform (hereinafter - GCP) by Zabbix

it is for monitoring your GCP resources... It should not matter, is your Zabbix installed in Google or on your own premises... queries are done towards the GCP. I suppose, more often it is used on your own premises, to get info about what goes on in GCP...
