Zabbix passive Mode poller processes load balancing

I have Zabbix Agent set up in Passive mode, which means that my server is doing most of the work. Zabbix poller processes more than 75% busy trigger is always on.

I have StartPollers=1000, but when I check on the command line, I only see a small dent of 3 pollers actually doing the work in terms of cpu and memory usage.

What can the problem be here and how can I get zabbix to utilize available pollers?
