    Understanding cpu triggers

    I am using Zabbix to monitor a few windows servers, and using the default windows template. it has the cpu trigger sat like this:
    {Template OS Windows:system.cpu.load[percpu,avg1].avg(5m)}>5
    Does that mean, when the avage cpu, for the last 5 minutes is above 5% it will trigger an alarm? If that is the case, i should be getting alarms on all most of my servers, but i dont, so can any one help me figure out what is going on here?
