If you have ANY of your SNMP ITEMS on that are "not supported" on HOST, it seems to not POOL for any of the ITEMS.
I had a few routers that did not have all of the interfaces that are in the SNMP.host template, once I removed the ITEMS that were "not supported" Zabbix started to POOL these devices again. Im not sure if this was the case in eariler releases.. Just a FYI..
