actions not working

Actions are not working properly on 1.9.8. I have multiple users
set to receive emails, but only one email is sent to one user.

Any ideas?

do all of the users have at least read permission on the host that generated the event ?

Yes, the users do have read permission.

I may have been premature in saying actions aren't working properly. The problem may
have been caused due to my lack of understand of users' "User Type". playing
with this seems to have improved things.

If I continue to have problems, i'll try to post a more specific case with details.
