Please see manual for 2.4.
That selection was deleted at version 2.4.
But, The filter function has been enhanced.

The section no longer has the host and host group selection dropdowns. Instead, those two choices can be made within an expanded filter section, which can be used flexibly for displaying the exact set of items you want. Additonally, items now have checkboxes in the listing.

But is it possible to restore the dropdown?

The filter menu is very big and for a simple check that dropdown, for me was simpler/better.

unfortunately, restoring the dropdowns is not possible (without hacking the frontend).
the new filter is definitely less convenient if all you want to do is single host/group selection.
consider creating a new feature request
