[1.3.7] - whwn adding action, two save buittons are confusing

When editing actions and click to edit message, there are two buttons "save". One for edit message part, one for entire form. That overal save button should be disabled now because until I press save button for edit message, no changes are taken into effect. It is confusing and for me it looks like bug.

I agree with that.
This "mistake" happened to me several times.
I am, however, a newbie (2 month ?) user of ZABBIX 1.3.x
but not a GUI design expert either.

Thank for the suggestion! We won't change it prior to 1.4. I'm looking forward to improvig this form later in 1.4.x .
