1.5.1 DB patch ? Proxy function good to go ?

A1] Currently using 1.4.5. Do I need to patch the DB when upgrading zabbix server from 1.4.5 to 1.5.1 ?? *sorrie for this n00b question*

A2] Also how do I apply a DB patch (if any, that comes with 1.5.1.tar.gz) ??

B] Lastly, is the proxy_server functions fully functional, suppose to work like it describes ?? (I am using 4 zabbix_servers for 4 different data centres at different locations) this function is a good +++++ for me ;p !

While the latest 1.5.x (MySQL) is considered to be "stable enough" to run in non-critical production environments, I would strongly recommend to wait till official release of 1.6. Only this will guarantee clear and nice upgrade path!
