Multiple countries, Zabbix server, Zabbix proxy

Hi all,
We are monitoring 20+ countries from a central server in our data centre, this work great but we decided to give the customer access to their own Zabbix server, so that they can check their own network.

What I propose is the following
Country A
Zabbix server - That the customer can login and view their alarms
6 Servers being monitored by the Zabbix server in country

Country B
Zabbix server - That the customer can login and view their alarms
4 Servers being monitored by the Zabbix server in country

etc...

The problem is, we still want access to the alarms from the Master Zabbix server, IE all alarms generated in country, must be displayed on the "in country Zabbix" and on the Master Zabbix server, this way, the customer has a view on the alarms in country and out support staff also has a view on the alarms from the different countries...

Now the question, how to do this (giving customers access to the Master Zabbix server is out of the question)

a) Run a proxy in country on a different server in the country that reports to the Master server and to the "in country Zabbix server"?
b) Configure the zabbix agents to send alarms to both the "In country Zabbix server" and the Master Zabbix server?
c) Any other ideas please?

FYI: zabbix agent only collects data and sent them to server/proxy.
Alarming is done only on server.

Zabbix ACL infrastructure is not perfect but it can provide access for exact user to data of exact hosts (monitoring data, alarm, graphs and so on) so theoretically you don't need to separate here something by building parallel zabbix stacks.
