If there is a program that you have that will generate some kind of output for it, then yes it can be done.
If you have a device that plugs into it, then you might get lucky and see something appear within dmeg or your system log.
If it is something that is left plugged in, I think you will need to find a tool to do it.
As far as the basic Linux tools, take a look within ALSA as I believe that there is an option for writing logs when sound comes in from the input lines*. If you could capture its response, then Zabbix can easily monitor it.

* I have never done this before, but I had a sound card problem that required me to rebuild ALSA from source a few months ago. I remember seeing something about triggering a log event off of sound events while I was digging through all of that documenation. Since I have no real knowledge on this, I appologize if this is a dead end trail but it might be worth a few minutes of googling.
