Do external/simple checks continue even when the agent is reported as unreachable?

As far as I can tell when several agent checks fail Zabbix flags that host as unreachable.

Will this also stop external or simple checks from being executed on that host?

The reason I ask is that I want to change it so that a host is decided as up or down by ping checks not agent checks.

Edit:

If a host is down I'd like the external and simple checks to continue, I monitor packet loss and I'd like to see a solid 100% until the server is back.

afaik, it is how zabbix works :
some items not get => check ping => flag as unreachable => host disabled temporarily
