Is this also fixed for remote commands, not just user parameters? That's what the original bug request was for. ie:
command arg1,arg2,arg3

Can you escape the " character
Is there any way to escape the doube quote " itself? I have an mbean in tomcat 7 that specifies quotes be around the mbean name.
full mbean ObjectName
Catalina:type=GlobalRequestProcessor,name="http-bio-8080""

In response to myself, I misread the log, the typical escape charcter "\" works without issue.
