Zabbix notifications and user permissions

I have a problem with zabbix 1.4.4 notifications. Zabbix configured to send notifications to users. But zabbix sends notifications only to super users with Read-Write permissions to all hosts.

Is this as a bug or a feature?

Think it is a feature...
there is also some logic, if the user has no right on the group/host, it should not be notified if something happens

on 1.6, a user does need at least R/O right on the server, GUI access can even be disabled.
