Actions are not sending out emails

Hi all! Here is a screenshot of my action:

I know this is configured correctly however emails are not being sent out.

If I create a similar action but turn off escalations and remove the Trigger Value = "PROBLEM" the emails seem to work. Any idea what I'm doing wrong here folks?

UPDATE: If I disable escalations alone, the email works. What is wrong with my escalation syntax?

It'd sure be nice if someone knew about this and would respond.

I got same problem on escalations, I tried below bugfix is seem to be work.

Same issues. I grabbed the latest developer release. Just started getting notifications again.

Stopped Server

Grabbed release and recompiled

Started Server
