Actions are only executed if user has userrights for that host

Is it correct that a user MUST have read rights for a specific host/hostgroup to receive mails (pulled out by actions) in zabbix version 1.6.1?

I remember that in old zabbix releases everyone was notified if only the action-conditions matches.

In 1.6 and 1.6.1 Zabbix sends messages regardless of user rights. Starting from 1.6.2 messages will be sent ONLY to users having read permission to a host, which generated an event.
