How I can use conditional expression in action messages?

I try this

if status = ON send message PROBLEM
else
send message PROBLEM SOLVED

You might want to look at recovery messages
(keep in mind that you must use the condition STATUS=PROBLEM for this or else it will just send a normal message instead of the recovery).
There is a good howto of this in the cookbook section.
