alerts never send for all windows triggers

I have both linux box and windows box need to be monitored by zabbix. all items and triggers and notification for linux box are working fine.

all items and triggers for windows work too. I can confirm it through the monitoring menu trigger tag. But the notification never send out to me.

And i also checked permission. I am the only one using zabbix system which is zabbix administrator. I never recieve any email from the triggers to windows system. But for linux boxes are working fine.

What could be the issue? Please help！！！

Notifications are sent via actions. What do the trigger actions look like?

This is the action I configured

This is in Zabbix 1.4.6 we have.

event source: triggers
Type of Calculation: OR
conditionsA) Host <> "ZABBIX Server"
(B) Trigger description like "true"
(C) Trigger value = "TRUE"
Operations: Send message to User "Rex"
status: Enable.

The messages were sent out for all issues happen from Linux Box BUT WINDOWS.

And this is in Zabbix1.6.2 we have

Event source: Triggers
Enable escalations: tried marked and unmarked

Action condition: Trigger value = "PROBLEM"

Action operation: Send message to User "rex"

Same as above, the messages were sent out when the issue were from linux box but windows.
