how to translate the font-end to another language?

Just want to know if there is such a easy way to do that like many other software: translate a word list file and restart the software, translation done!

I had finished my translation, download the translation file 'new_locales.inc.php'. and place it under the zabbix/include/locales according to the manual (v1.6 release16), but I still got the old font-end after I logout and login again the web interface. Is there any further step I should take? please give me a hint, thanks!
