checking for stale activity - snmp traps

I am configuring trapper items and its all working fine. I want a trigger to tell me if we haven't received a trap for an item in X amount of time however I don't want to know if we have never received a trap for the item. In other words, trigger if we haven't received a value in 24 hours unless we have never received anything for the item.
The reason I want to do this is I want to template everything to make it easy to provision new items. This is going to create a bunch of items that aren't relevant for some hosts. I don't want to know if those irrelevant items are not sending me data but I want to know if an item that has routinely been sending me data stops doing so.
