Customizing a trigger template for monitoring cpu percent

There is a trigger template "{Template_SNMPv1_Device:lcpuPercentBusy.delta(0)} >75" in "Template_SNMPv1_Device".

I want an alert when detecting that cpu percent is more than 70% three times for 5 minutes.
How do I configure a trigger ?
