NodeNoEvent and NodeNoHistory

Where can I find NodeNoEvent and NodeNoHistory

Is this something you put in the zabbix_server.conf file and what kind of syntax.

And what dos it do, and what kind of information stops sending.
The manual is not so clear about this.
