Email action only goes to first recipient listed

Why are my email action alerts only being sent to the first recipient listed and not to any of the others?

Surely it supports sending to multiple users listed seperately?

Sorry folks, just a little user error taking place.

The other recipient did not have read access to the host the alert was being generated for.
