how to design intelligent action

For example, i made several triggers in a host. If one item has problem. It will send message to user.
But if the host was rebooted, all the triggers would send messages. Too noisy !
How to made the action humanity :

1, If one item has problem, it will send distinct message for each .
2, If the host self has problem (e.g. Rebooted ), it just send a message tells the condition. Do not send all the messages of every trigger.

Sorry for my pool English, I hope i described the problem clearly.

Any one has good idea ?

You probably want Trigger Dependencies.
