Trigger dependencies

I was created a simple trigger: {noc:net.tcp.service[ftp,192.168.1.214,21].last(0)}=0 and I want get email if this trigger have 5-10 count and it's older than 600 sec.

It's possible?

If I understood it correctly, this will do it,
