Trigger thats fires at a certain time

How can I get a trigger to fire only if after a certain time
e.g If process is up and its after 10pm ?

If the goal is receiving a notification for events past 10pm,
the easiest is either setting it up so it Triggers independently on the day time and setting up an Action with that past 10pm condition.

Either that or tweaking the Item's refresh periodicity with Flexible intervals option.
