Is there a way to stop triggers or actions at a specific time range, like when you stop a DDBB for backup.

Maybe you can try configure host in maitenance mode when do you make backup.

Sure, you can do both:

Specify a time range in a trigger http://www.zabbix.com/documentation/1.8/manual/config/triggers [See section 12.2 example 9]

Specify a time range in an action http://www.zabbix.com/documentation/1.8/manual/config/actions [See Action Conditions - Time period in]
