Agent Not ceasing

I am having issues noo where the agent is communication with the server, say after a reboot or bringing it back up, but the trigger is not shutting off any ideas?

The odd part if I just change the trigger level like from Critical to average it will cease...

All were working properly up til a couple of days ago.

Anyone have a clue?
This is a big issue as the agent shows to stay down and doesnt come up but it sends data, but in order to monitor that it is up I have to reset the agent's level of warning.
