SNMP items - Not Supported when Host Down

When a host is inaccessible, the SNMP items change the status to not supported.
When the host back online, the SNMP items do not change to active and I need to manually activate the SNMP items.

    Is this normal?

I've noticed this too. If you check the "Refresh unsupported items (in sec)" under the Admin/general/other config page, it will tell you how long it will take before those items become active again. If you want to get it active faster, just put a smaller number. Beware of templated items that are not supported on all hosts (you can run into this with the Dell Openmanage template and the different server configs [i.e. two controllers vs. one]), those will retry every X seconds.
