Y Axis in ZAbbix Graph

HI,

Need to clarify one thing, in Zabbix graph if my CPU utilization graph is touching to 0.050(in Y axis), it means avg CPU utilization is 50% or it is calculated by some other parameters. I am getting confused in this.

I would be very thankful to you if you remove my confusion.

which item is that ? sounds more like a cpu load to me
