let me know if the "server" means "zabbix server" or "host server"

In the case "host servers", yes, you can create a action based on a trigger to you receive this message.

In the case "zabbix server", you cannot create a monitor by zabbix to you receive a message when it is out. You can create a script and put it on cron to send a mail when Zabbx_server is out or create a node of zabbix to one node monitoring each other.
